Our Mission


Mission Women:  Promoting social, economic and political empowerment of women by way of mainstreaming gender concerns, creating awareness about their rights and facilitating institutional and legislative support for enabling them to realise their human rights and develop to their full potential.

Mission Children:  To ensure development of children by facilitating easy access to nutrition and learning and by providing care and protection through Institutional and legislative support and thus paving the way development to full potential.

 Objectives


1.To improve the nutritional and health status of children in the age groups of 0-6 years and to enhance capacity of mother to look after the normal health and nutritional needs of children through proper nutrition and health Education.

2. To lay the foundation for Earth child care and Education (ECCE).

3. To create an infrastructure and support system to prevent abuse, violence and also to provide safe environment of children in conflict with law.

4. Empowering adolescent girls (11-18 years) through nutrition, health care & life skill education.

5. Implementation of laws enacted for elimination against women and polices & programmes for promoting social, economic and political empowerment of women.

6. Mainstreaming gender concern in other department of the State Government.

 

Functions

1.To improve the nutritional and health status of children in the age groups of 0-6 years and to enhance the capacity of mother to look after the normal health and nutritional needs of children through proper nutrition and health education.

2.Implementation of protection of Women from Domestic Violence Act,2005

3.Setting up of enabling institutional mechanism and structures in the State for implementing the Integrated Child Protection Scheme (ICPS)

4.Advocacy and awareness generation regarding rights of women and children particularly the girl child.

5.Strengthening the Blocks / Anganwadi Centres for proper implementation of integrated Child Development Services (ICDS) by way of capacity building of all the functionaries.

6.Institutionalization of Gender Budgeting process, capacity building of State Government Departments.

7. Implementation of Rajiv Ghandi Scheme for Empowerment of Adolescent Girls-SABLA in four districts of the State of the viz. Chamba, Kangra, Kullu and Solan.

8. Implementation of Indira Ghandi Matritva Sahyog yojana (IGMSY) in Hamirpur District on pilot basis for health care of mothers and infants.

9. Implementation of State Specific Schemes – Beti Hai Anmol , Mata Shabari Mahila Sashaktikaran yojana , Self Help Groups , Window Remarriage and Mukhya  mantri  Yojana etc.

10.Implementation of national Plan of Empowerment of women in the State.

11.Providing Support Services to women and children through State Social Welfare Board / Child Welfare Council and NGOs.

12.Ensure maximization of support services to women and children through Social Welfare Board, Child Welfare Council and NGOs.

13.Improving access of women to Micro Finance for Economic Empowerment and Building through skill development and market support.

14.Emphasis on Research and Training for strengthening the delivery system.

Department has been implementing of the world’s largest and most unique outreach programme of the Integrated Child Development Services Schemes (ICDS). The Integrated Child Development Services (ICDS) Scheme was launched in 1975 with the following objectives.

To improve the nutritional and health status of children in the age-group 0-6 years.
To lay the foundation for proper psychological, physical and social development of the child
To reduce the incidence of mortality, morbidity, malnutrition and school dropout
To achieve effective co-ordination of policy and implementation amongst the various  departments to promote child development

To enhance the capability of the mother to look after the normal health and nutritional needs of the child through proper nutrition and health education.
